This approach has earned Norway high rankings in global drug policy assessments.


Portugal: Decriminalization & Public Health 

In 2001, Portugal decriminalized the personal possession of all drugs, shifting from a criminal justice approach to a public health model. Individuals found with small amounts are referred to "dissuasion commissions" comprising health professionals who recommend treatment or education programs. This policy aims to reduce stigma and encourage treatment over incarceration.

Sierra Leone: Community Responses

Sierra Leone faces a growing crisis with synthetic drugs like "kush," especially among youth. Limited healthcare infrastructure has led communities to create makeshift treatment centers, sometimes involving extreme measures. The government has declared the situation a national crisis, establishing task forces for prevention and treatment, though resources remain constrained.
